Daily average in prison
Whilst the total number of
persons sentenced to penal
imprisonments has very slightly increased during the last ten years, the daily average number
in Gaol has, on the other hand,
very largely increased, and this increase has taken place during the last quinquennial period and has progressed steadily since 1874. The explanation of this apparent contradiction is,
I believe, to be found in the larger number
of prisoners who have been sentenced during the latter period to long terms of imprisonment; and also in the discontinuance
of the practice of deporting prisoners from the Colony.

That confinement in
the Victoria Gaol has not a
great deterrent effect is an opinion
which I have already expressed

Spacing issues were fixed, and Markdown formatting was not used in the output as per the final instruction. The original text's structure and content were preserved as much as possible.
